Safety Management

ICCS has been committed to the construction of a positive safety and security management system, in accordance with the relevant national and industrial security policies, the safety of strict management and continuous improvement, efforts to ensure the safety of aircraft and cargo, airlines, agents, shippers to provide security assurance.

  • Safety control of cargo

    1.1 According to the relevant regulations of civil aviation, the international cargo terminal shall carry out 100% safety inspection on all incoming goods:

    1.1.1 If the size and weight of a single piece of goods are within the allowable range of X-ray security inspection machine, airport security check will be carried out for the outbound goods loaded on the plane within 24 hours before the flight takes off.

    1.1.2 For single aviation cargo that is too large or overweight to accept X-ray safety inspection, it shall be subject to unpacking inspection before warehousing or other inspection methods approved by civil aviation. After warehousing, security check shall be conducted for at least 24 hours in isolation.

    1.2 Priority shall be given to the safety inspection of airfreight first aid, fresh goods, air express and other time-limited goods.

    1.3 According to the requirements of the competent department of civil aviation, international cargo agent shall practise a system of the good faith management, to conceal the goods, illegal shipments of dangerous goods (or lithium battery) class goods, using a false report, etc, except in accordance with the provisions, give corresponding punishment will be credited to air freight agent security credit archives at the same time, the implementation of agent management safety integrity level.


  • Ensure personnel safety

    2.1 The cargo storage area belongs to the airport control area, and the personnel entering and leaving the area need to apply for the airport control area pass, and the area code is "F".

    2.2 To apply for the pass personnel of the control area, they need to pass the background check of the personnel.

    2.3 Personnel in and out of the warehouse area shall be controlled, and the aviation security personnel dispatched by the airport shall conduct access inspection and perform 24-hour security duty.

    2.4 Non-licensees shall not enter the warehouse area.Temporary personnel entering the storage area shall apply for temporary pass in the air defense brigade of the airport and be accompanied by the staff of the cargo station.

    2.5 To ensure personal safety, personnel entering the ICCS warehouse for relevant business must wear reflective clothes.


  • Dangerous goods management

    3.1 According to the relevant provisions of dangerous goods management of civil aviation,ICCS has put on record the dangerous goods ground service agent in the central and southern administration of civil aviation, and the operators have received training on the knowledge of dangerous goods and obtained qualification certificates.

    3.2 ICCS shall handle the lithium battery cargo with a large transportation volume according to the following provisions and methods:

    3.2.1 According to IATA dangerous goods regulations, goods of lithium batteries are classified as category 9 dangerous goods, and their receipt, transportation, storage, loading and other operations shall comply with the relevant provisions of dangerous goods regulations.

    3.2.2 The shipper shall provide the UN38.3 test qualification report issued by a third party appraisal institution when delivering the lithium battery goods (the report of the first shipment can be used as the record material, and the subsequent shipment of the same model within the reporting period shall not be provided again).

    3.2.3 On-site personnel and security personnel of the international cargo station shall spot check whether the lithium battery model is consistent with the declaration, and check whether the outer package is intact and whether the label is pasted with correct identification.


  • The monitoring system

    ICCS has set up CCTV monitoring system in all its main parts, and implemented 24-hour special monitoring and video recording, and kept the image data for three months.


  • Fire prevention in warehouse

    Hereby and other technical setup requirements according to the country, ICCS has set up: indoor fire hydrant system, automatic fire alarm system, automatic sprinkler system, smoke detectors, alarm controller, sound and light alarm, and exhaust system, conform to the rules on fire control facilities and equipment, and regularly test and inspection, maintenance of automatic fire control facilities, to ensure that these facilities in good condition and working properly.
